Choosing ITSM software: GLPI, Jira, Freshservice and ServiceDesk Plus

An employee reports an issue on Teams, sends an email and then calls a familiar technician. Three conversations now concern the same problem. Nobody knows who owns it, how long it has been open or whether it affects one laptop or an entire department.

This is a good time to organize IT support. But is a simple helpdesk enough, or does the company need ITSM software connecting requests, assets, access, changes and knowledge about services?

We compare GLPI, Jira Service Management, Freshservice and ManageEngine ServiceDesk Plus: when to shortlist each and how to assess suitability through real processes.

This article draws on public vendor documentation and offerings checked on October 21, 2026. It is a selection guide, not a hands-on implementation benchmark. Features depend on edition, deployment model and add-ons; confirm the exact scope in your quotation.

Helpdesk, ITSM, ITAM and CMDB: what are you buying?

A helpdesk organizes tickets: intake, assignment, communication and resolution. ITSM covers broader management of IT services, including incidents, requests, problems, changes and continual improvement.

ITAM manages hardware, software, licenses and their lifecycle. A CMDB describes configuration items and relationships: which database supports an application, who owns a service and what happens when a server goes offline.

Importing a laptop spreadsheet does not automatically create a useful CMDB. It needs ownership, maintenance rules and relationships that inform decisions. See our IT asset register and Excel template for a starting point.

Four tools and four starting points

The table gives our editorial assessment of where to start evaluating each product. It is not a quality ranking or a claim that other products cannot support the same scenario.

Jira Service ManagementIT support needs to work with software developers using JiraTicket-to-development workflow and ecosystem costs

GLPI: open source, tickets and assets

GLPI combines ticket handling with hardware and software inventory and license records. Consider it when fragmented knowledge about devices and users is the starting problem.

Open source supports self-managed deployment; paid support and hosted options are also available through GLPI Network plans.

Our assessment: shortlist GLPI if you can assign a platform administrator or maintenance partner. Test the portal with a nontechnical employee, deduplication of inventory records and compatibility of required plugins after upgrades. Budget for ongoing administration from the start.

Jira Service Management: connecting support and development

Jira Service Management covers request, incident, problem, change and configuration management. It deserves evaluation when developers already work in Jira.

The current Service Collection pricing includes Assets in Standard, Premium and Enterprise, with different object allowances. Older comparisons stating that Assets requires Premium no longer describe this offering. Price automation, AI, capacity and add-ons separately.

Our assessment: test whether support can give developers context without copying conversations, while employees retain a clear view of progress. Also verify permissions: an internal technical comment should not accidentally become a customer-facing reply.

Freshservice: managed SaaS for employee support

Freshservice brings together ITSM, asset management, operations and services for other departments. Consider it when the company prefers a managed platform.

Its pricing page separates capabilities by plan; problem and change management are presented from Pro, for example. Check AI and asset entitlements and billing units separately.

Our assessment: use the pilot to test collaboration between IT, HR and managers, including substitute approvers, reminders and data visibility. A SaaS launch still requires service catalog design, ownership and integration work.

ManageEngine ServiceDesk Plus: choosing a deployment model

ServiceDesk Plus offers cloud and on-premises deployment. Standard focuses on helpdesk, Professional adds assets and Enterprise extends ITSM coverage. Pricing considers technicians and, in higher editions, assets.

Our assessment: evaluate it when deployment choice matters or other ManageEngine products are already in use. Demonstrate the exact integrations you need. Identify separate products, connectors and licenses, and assess cloud and local versions independently.

Four scenarios that reveal more than a demo

Give each vendor the same sample data and acceptance criteria. These are proposed pilot tests, not confirmation that every capability is included in every plan.

1. Onboarding: ready on the first day

HR submits a start date, the manager selects a role profile, application owners approve access and IT prepares equipment.

Test task assignment, deadlines, substitute approvers and linking the laptop to its user. A missing approval must become visible before the start date. Sending an email to an administrator is not evidence that an account was created successfully.

2. Outage: one incident, many reporters

Email stops working. Thirty similar tickets arrive and monitoring sends an alert.

Test grouping, affected services, ownership, impact-based priority and user updates. Check escalations and SLA calendars outside working hours. Measure acknowledgement, service restoration and subsequent root-cause removal separately. Connect the workflow to a SaaS business continuity plan.

3. Offboarding: evidence that access was removed

An employee leaves at a defined time. Identity, applications, equipment and handover all need assigned tasks.

Verify visibility of incomplete work and evidence of completion. Distinguish automated revocation from a manual task assigned to an administrator. Disabling the primary identity does not necessarily remove every SaaS account or active session; the process must handle exceptions.

4. Application change: from approval to deployment result

A sales application update needs an impact assessment, decision owner, deployment window, rollback plan and a link to development work.

Test an emergency change and its retrospective review too. A routine, pre-approved change should not create as much overhead as a risky database migration. Configure the workflow around risk.

AI in ITSM: what to test in 2026

AI-assisted support is a common direction in current offerings: Jira Service Management and Freshservice describe such capabilities in their product materials. Availability alone does not establish quality in your environment.

Use anonymized tickets in the languages your employees use. Test categorization, conversation summaries and knowledge-based answers. Include a question with no documented answer and an attempt to retrieve a restricted document.

Measure correctness, time saved, human escalations and cost. Establish what counts as a billable conversation or resolution. Actions such as access grants need explicit approval rules, limited service-account permissions and an execution record.

Calculate three-year ownership cost

An agent price is only part of the bill. Request equivalent quotes, for example for five support staff, 200 employees, 300 devices and the four workflows above. These numbers are a costing scenario, not product-selection thresholds.

36-month TCO = implementation + migration + training + 36 × monthly costs + ongoing change costs + exit costs.

Include subscriptions, hosting, support, connectors, AI, extra objects and administrator time. Convert annual commitments to the full comparison period. Use consistent scope, currency and tax treatment.

Check:

  • which roles need paid access, including occasional agents and approvers,
  • what counts as an asset, object or billing unit,
  • whether required SSO, logs, retention and a test environment are included,
  • API, automation and AI limits and overage fees,
  • export of tickets, attachments, relationships and history.

Self-hosting requires patching, backup and recovery. SaaS requires configuration, administration and process development. Assign an owner in either model.

ITIL 5 as a process-design reference

ITIL (Version 5) provides a current context for digital product and service management. Use it to discuss service value, ownership and improvement.

Product terminology cannot prove that an employee receives a working laptop on time. Acceptance scenarios show whether forms, tasks, approvals and measurements actually create a working process.

Run a four-week pilot

Choose two tools that meet mandatory requirements. Eliminate options that cannot satisfy hosting, permissions or data-export needs before scoring other features.

  1. Week 1: define the four workflows, ownership, sample data and acceptance criteria.
  2. Week 2: configure a minimal portal, SLAs, roles and a small asset sample.
  3. Week 3: run scenarios with IT, HR and employees; record setup effort and usability issues.
  4. Week 4: verify reporting, export, three-year costs and future administration effort.

An example weighting is 30% workflow fit, 20% usability, 15% each for integrations and cost, and 10% each for administration and security. Adapt it to the business. Mandatory requirements remain entry conditions regardless of the total score.

Start GLPI evaluation with assets and maintenance, Jira Service Management with development collaboration, Freshservice with SaaS employee services and ServiceDesk Plus with deployment and integrations. Let pilot results confirm or change that shortlist.
